This has the same issue with needing a particular version of the JDK- 
JDK 1.5
that JAXB LSARC/2009/237 had.

Does JDK 1.6 already include SAAJ?

Presumably the project team you're sponsoring here is in communication with
them, since SAAJ is a common Java component, and they did some
investigation as to how their integration would affect other project teams
at Sun, and possibly beyond?

Sorry for the delayed reply. Yes, we had contacted the SAAJ team and 
informed them about it being provided in SFW so that another project can
support JDK 1.5 and above.
