I am sponsoring this case for myself and have marked it closed approved
automatic as it simply imports unmodified a standard tool from the X11R7
distribution from X.Org.   Should anyone wish for this case to be converted
to a fasttrack for discussion and further review, please let me know.
As a new program addition, this case has a Patch Release Binding.

4. Technical Description

This case delivers the luit utility from X.Org as /usr/X11/bin/luit.

Luit is a filter that can be run between an arbitrary application and
a UTF-8 terminal emulator.  It will convert application output from
the locale's encoding into UTF-8, and convert terminal input from
UTF-8 into the locale's encoding.

An upcoming case to update xterm to the current open source release 
will depend on this luit program to handle support for non-UTF-8 locales.
