         Two additions are made to the Consolidation Private
         General Purpose Event Channels (GPEC) API:

             int sysevent_evc_setpropnvl(evchan_t *, nvlist_t *);
             int sysevent_evc_getpropnvl(evchan_t *, nvlist_t **);

         The sysevent_evc_setpropnvl interface allows anything that
         can bind to a channel (whether or not they were the original
         creator of the channel) to associate a "channel properties
         nvlist" with the channel.  The content and structure of the
         nvlist is unspecified - it is up to the users of the particular
         channel properties and perhaps one that allows reading such
         properties.

It's there - once you click the case from something like the New listing
on sac.sfbay you'll get an error from the usage of sac.eng in the link
instead of sac.sfbay - part of the weekends system moves that still needs
to be cleaned up.

By "log", I'm referring to the mail log.  For fast-tracks and 
self-reviewed cases, the spec needs to be sent via email to the case log 
when the case is submitted in order to maintain a light-weight email 
review process.  The case owner does this when submitting such cases. 
In this instance, that wasn't done, and still needs to be done.

	Two additions are made to the Consolidation Private
	General Purpose Event Channels (GPEC) API:

	    int sysevent_evc_setpropnvl(evchan_t *, nvlist_t *);
	    int sysevent_evc_getpropnvl(evchan_t *, nvlist_t **);

	The sysevent_evc_setpropnvl interface allows anything that
	can bind to a channel (whether or not they were the original
	creator of the channel) to associate a "channel properties
	nvlist" with the channel.  The content and structure of the
	nvlist is unspecified - it is up to the users of the particular
	channel to decide that.

	The sysevent_evc_getpropnvl interface allows anything that
	can bind to a channel to retrieve any channel properties
	nvlist associated with that channel.

	One needs root privilege to be able to bind to a GPEC channel -
	GPEC is not least-privilege aware.  If/when it is made so aware,
	consideration should be given to a privilege that allows setting
	channel properties and perhaps one that allows reading such
	properties.

   4.1. Details:

	Two additions are made to the Consolidation Private
	General Purpose Event Channels (GPEC) API:

	    int sysevent_evc_setpropnvl(evchan_t *, nvlist_t *);
	    int sysevent_evc_getpropnvl(evchan_t *, nvlist_t **);

	The sysevent_evc_setpropnvl interface allows anything that
	can bind to a channel (whether or not they were the original
	creator of the channel) to associate a "channel properties
	nvlist" with the channel.  The content and structure of the
	nvlist is unspecified - it is up to the users of the particular
	channel to decide that.

	The sysevent_evc_getpropnvl interface allows anything that
	can bind to a channel to retrieve any channel properties
	nvlist associated with that channel.

	One needs root privilege to be able to bind to a GPEC channel -
	GPEC is not least-privilege aware.  If/when it is made so aware,
	consideration should be given to a privilege that allows setting
	channel properties and perhaps one that allows reading such
	properties.

This case needs a release binding.  Since it's simply adding 
functionality to an existing Consolidation Private API, I'd suggest Patch.
